Thuringian Act for the Protection of the Population against Animal Dangers — First Amendment Act of 12 February 2018, with which the breed list was abolished.
Dangerous Dogs
No breed list since 2018. In Thuringia, a dog is only considered dangerous if it is determined to be so on a case-by-case basis — for example, after a biting incident or proven aggression, or if it fails the Wesenstest.
What owners need
For all dogs:
- Dog liability insurance (mandatory for everyone, regardless of breed or size)
- Microchip identification
For dogs classified as dangerous on a case-by-case basis:
- Haltungserlaubnis
- Sachkundenachweis
- Wesenstest
Insurance
Mandatory for all dogs. Thuringia is one of the seven Bundesländer with a general requirement and makes no distinctions here based on size or breed.
Everyday rules
- Local leash requirements in city centres, parks, and public transport according to municipal bylaws
- Muzzle requirement only for dogs classified as dangerous on a case-by-case basis
- Removal of dog waste
